Grantee investigation shows that Seattle misrepresented river dam’s impact on Indigenous communities

The City of Seattle has misrepresented the environmental impacts of its dams for decades, Rico Moore found in an investigation for The Margin and The Nation. Moore uncovered evidence from contemporary science, historical documents, public records, presentations and interviews, showing that Seattle’s City Light Department may have been motivated by a desire to protect its hydroelectric assets and the benefits they provide. Doing so has allowed the city to operate its hydroelectric project without sufficiently mitigating the environmental harm it causes, particularly to the Upper Skagit Indian Tribe, according to Moore’s reporting.
