Covington Independent Public Schools in Kenton County, Kentucky, was found to be in violation of federal sex-discrimination laws after three students made reports of sexual harassment to one of their teachers, according to an investigation by Nathan Granger for LinkNKY, a news outlet serving Northern Kentucky. With support from the Fund, Granger spent a year investigating reports centered around former Principal William “Sean” Bohannon, who managed the district’s alternative school for students with recurring behavioral problems. Four students made formal reports against the principal. Granger’s reporting showed how the school handled the complaints – and showed that federal authorities found that the school district failed to adequately respond to them, in violation of Title IX, the law requiring public schools to investigate complaints fully.
