Grantee uncovers web of abuse; women say Utah police and courts have failed to stop an alleged serial abuser

The Utah Investigative Journalism Project found an array of allegations against one man, Andrekus Rowe, by at least 17 different women ranging from harassment to assault and rape. Court documents, interviews with eight accusers and more than 60 police reports from law enforcement agencies across the state document a pattern of domestic violence and a knack for manipulating both his victims and the systems meant to protect them. Multiple victims say Rowe used police as a control tactic, lodging complaints against the women so that police would come to their homes and question them. The story is the latest in an ongoing investigation, supported by the Fund, that has exposed significant gaps in police training and resources for domestic violence in Utah.
