Risk of flooding on San Francisco’s Treasure Island has been downplayed, grantee finds

Treasure Island sits in the middle of San Francisco Bay and is the focus of a $6 billion development, expected to be occupied by more than 20,000 people. Reporter Kristi Coale found that regulation is not keeping pace with rapidly advancing environmental science that predicts ever-higher tides in coming decades.
